Deputy Comptroller N.l. Miko: Redefining Trade Facilitation at PTML Command

Leadership in public service is ultimately measured by vision, courage, institutional reforms and the ability to inspire confidence among stakeholders. In a nation striving to improve its Ease of Doing Business ranking, the role of Customs Area Controllers has become more strategic than ever. It is against this backdrop that the leadership of the Acting Area Controller of the PTML Command, Deputy Comptroller N.l Miko, deserves recognition.
Although he has spent only a relatively short time at the helm of one of Nigeria’s most commercially significant Customs Commands, his administration has already shown unmistakable signs of purposeful leadership. His emphasis on trade facilitation, professionalism, transparency and stakeholder engagement reflects the true spirit of the Nigeria Customs Service Act, 2023, and the Federal Government’s economic reform agenda.
PTML Command remains one of the nation’s foremost vehicle import gateways, contributing hundreds of billions of naira annually to the Federation Account while facilitating the clearance of thousands of imported vehicles and other consignments every year. Every improvement in cargo clearance efficiency at PTML has a direct impact on national revenue, port competitiveness, investor confidence and the cost of doing business in Nigeria.

One of the most applauded aspects of Deputy Comptroller Miko’s administration has been the deliberate effort to minimise unnecessary alerts and multiple interventions that had historically prolonged cargo clearance. For compliant traders, predictability and speed are as valuable as the cargo itself. Every unnecessary delay translates into demurrage, storage charges and increased costs that are ultimately transferred to Nigerian consumers. By promoting a more intelligence-driven and risk-based approach to cargo examination, his administration has inspired renewed confidence among many port users.
Equally commendable is his decision to decentralise administrative responsibilities by empowering officers and unit heads to discharge their statutory functions more efficiently. Effective institutions are built on systems rather than personalities. By reducing bureaucratic bottlenecks and encouraging timely decision-making, he is laying the foundation for a more responsive and professional Command.
His commitment to improving infrastructure within the Command is another indication of visionary leadership. A modern Customs administration requires an enabling work environment supported by functional facilities and digital processes. The ongoing improvements not only enhance staff productivity but also strengthen PTML’s position as Nigeria’s flagship roll-on/roll-off port.
Perhaps his greatest leadership attribute is his open-door policy. Stakeholders have found in him an Acting Controller who is approachable, willing to listen and prepared to engage constructively in resolving operational issues. Such accessibility fosters trust, reduces unnecessary conflicts and reinforces the principle that Customs and the trading community are partners in national development.
However, every reform-minded leader faces an important challenge: ensuring that the vision at the top is consistently reflected throughout the organisation. While Deputy Comptroller Miko’s policy direction has been widely welcomed, some stakeholders have expressed the view that implementation at certain operational levels has not always matched the Acting Controller’s philosophy of trade facilitation and stakeholder-friendly service. Closing this gap through stronger internal supervision, continuous capacity building and firm accountability will ensure that every officer becomes a true ambassador of the Command’s reform agenda.
History teaches us that institutions become exceptional when every member embraces the vision of leadership. The success of Deputy Comptroller Miko’s reforms will therefore depend not only on his personal commitment but also on the willingness of every officer to uphold professionalism, integrity, courtesy and efficiency in dealing with the trading public.
As Publicity Secretary of the Association of Nigeria Licensed Customs Agents (ANLCA), PTML Chapter, I commend Deputy Comptroller N.l. Miko for the positive direction in which he is steering the PTML Command. His reforms demonstrate that revenue generation and trade facilitation are not mutually exclusive; rather, they are complementary pillars of a modern Customs administration.
It is my earnest hope that the reforms already initiated will be sustained and deepened, so that PTML Command will continue to set the benchmark for operational excellence within the Nigeria Customs Service. Great institutions are built by leaders with vision, but they endure only when that vision becomes the shared commitment of every officer. On this journey, Deputy Comptroller N.l. Miko has made a commendable beginning, and posterity will judge his administration by the consistency with which these reforms are institutionalised for the benefit of Nigeria’s economy.
